City Council Agenda for Jan 12

The Blue Hill City Council will meet at 7:30 pm on Tuesday, January 12, 2010 for their regular monthly meeting. Prior to the meeting, three vendors are scheduled to have office equipment available for viewing and representatives available to answer questions. The following items of business are on the agenda for the January meeting;
  • Hearing for the 1 & 6 Year Street Plan
  • Presentations / Proposals for possible new copier/printer at City Hall
  • Presentation of Fluoride Award by Ralph Naber, NE HHS
  • Unpaid Bill and Bankruptcy Notice for Klancy's Kafe
  • Liquor Licences Application for new Farmer's Co-Op (Country Store) Manager, Danny L Wescoat
  • Personnel Policies concerning paid holidays, banking comp time hours, and payroll schedules
  • Review of American Reinvestment & Recovery Act (stimulus) Energy Efficiency & Conservation Block Grant opportunites
  • Quotes received for life insurance, STD and dental
  • Clerk school in North Platte in March
  • Adding Deputy Clerk as Authorized user of municipal Debit Card
  • County Ordinaces for dogs and Larry Edger as Animal Control Authority
  • Refinishing Multi-purpose floor at C/S/C
  • Review of City Employee wages
  • On-site training from Data Tech for Computer programs at city hall
  • Report from City Manager

A fresh and hopeful outlook should accompany ones' beginning of a new year. As a perennial optimist I'm filled with hope. But I am also coldly realistic.

Optimistically I would like to believe that Blue Hill is preparing to move forward, that new and better things are in store for Blue Hill but realistically looking at what has been accomplished in the last six months leaves me without that warm fuzzy feeling.

So I ask these questions.

My first Question is will the city Council conclude their processing of personnel Policies or will they continue to review some point of the "policy Manuel for the rest of time." ? Why were paid holidays, banking comp time and payroll schedules not decided with the last several reviews of the "Policy manuel" or were they decided and someone was not satisfied with the results?
at How many meetings has this already been discussed?

Question 2. How many times does the council address the problem of Animal control and dog ordinaces before a decision can evolve from the process? Is anyone doing any homework on this subject or is everyone waiting for someone else to do it?

Question 3. How many times are decision put off because the person who put it on the agenda isn't really interested enough to do the necessary preparation to gather all the necessary facts before the meeting?

Question 4. Will the Council ever consider a performance review of the compentence or incompentence of city employees before they consider wage increases?

Why is it that the city people employee think they need a "RAISE" every time you turn around? I think they are over paid for what little they do now. Maybe you should be fixing that sidewalk going past the community center as how long has that been like that? All that gets done in front is spray more paint for warning.

When she started hanging around a Kort she became like them and could not hold a job??

The manager that holds the liquor licences is the manager of the entire Farmer's Coop who oversees ALL operations, not the manager of each individual store.

Except for new employees, review of employee wages is only done once a year.
