WEBSTER COUNTY BOARD OF COMMISSIONERS February 20, 2018

 The Webster County Board of Commissioners met at 8:30am on Tuesday, February 20, 2018, for a regular business meeting at the Courthouse in Red Cloud. The following Board Members were present for roll call: Dan Shipman (District One), Trevor Karr (District Two), Roger Bohrer (District Three), Keith Buschow (District Four) and JoAnn Reiher (District Five). The Board stood and recited the Pledge of Allegiance to the Flag. Chairman Buschow gave notice of the Nebraska Open Meetings Act Laws. Motion was made by Reiher, second by Bohrer, to approve the minutes of the February 6, 2018 meeting. Upon roll call vote, voting to approve the minutes: Reiher, Bohrer, Shipman, and Buschow. Abstaining: Karr. Voting no or absent: none.
 At 8:35am, Jeff Kuhn, Road Maintenance Coordinator, met with the Board. The Members of the Road Crew have been doing sign inspections and updating sign inventory. They have also been doing tree cleanup in Walnut Creek township along the River Road. Kuhn presented a Request for Proposals for the removal and replacement of Bridge No. C009112710(C91-647). The bid letting for this bridge will be April 3rd, 2018 at 11:00am. Kuhn presented a Request for Proposal for hourly equipment with operator rates for miscellaneous county maintenance projects for the 2018 construction season. The Board approved these requests. Kuhn presented a Change Order from Speece-Lewis for Project No. C009100205. After discussion, Chairman Buschow signed the Change Order. Discussion was had on the purchase of equipment. A tractor and trailer had been purchased at a local auction. Chairman Buschow has purchased a 2006 Chevy 1ton extended cab pickup for $15,000.00 for the Road Department. Kuhn is waiting for pricing on a skid steer and an excavator. Fund balances were reviewed.
 At 9:30am, Lynne Viglicky, Midland Area Agency on Aging and Mary Delka, Director of Webster County Senior Services and Webster County Transportation, met with the Board to discuss applying for grant money available through the NDOR. After discussion, motion was made by Shipman, seconded by Karr, to approve RESOLUTION 8-2018:
 RESOLUTION 8-2018 WHEREAS, there are federal funds available under Section 5311 of the Federal Transit Act (FTA) and for the Nebraska Public Transportation Act Funds, and WHEREAS, Webster County Public Transportation desires to apply for said Funds to be used to provide public transportation in Webster County’s service area. NOW THEREFORE, BE IT RESOLVED, that Webster County Board of Commissioners, hereby instructs the Webster County Public Transportation to apply for the above mentioned funds. Upon roll call vote, voting in favor: Shipman, Karr, Bohrer, Buschow and Reiher. Voting no, abstaining or absent: none. RESOLUTION 8-2018 was signed.

Discussion was had on the services provided by Midland Area Agency on Aging such as bookkeeping, applying for grants and audits. Midlands pays $500.00/month for rent for office space and space to serve meals. Viglicky and Delka described the process of purchasing meal vouchers for Bladen and Blue Hill residents.
At 9:57am, motion was made by Shipman, seconded by Bohrer, to enter into Executive Session. Upon roll call vote, voting in favor: Shipman, Bohrer, Buschow, Reiher and Karr. Voting nay, abstaining or absent: none. Webster County Attorney Sara Bockstadter and Sheriff Troy Schmitz joined the meeting. At 10:08am, motion was made by Shipman, seconded by Reiher, to adjourn the Executive Session.
The regular business meeting resumed with all members present. At 10:15am, Sheriff Troy Schmitz met with the Board. Sheriff Schmitz requested the Boards approval to have work done to stablize the foundation of the jail building. Motion was made by Shipman, seconded by Reiher, to approve this work. Upon roll call vote, voting in favor: Shipman, Reiher, Karr and Bohrer. Voting no: Buschow. Abstaining or absent: none.
At 10:20am, Colleene Minnick and Barb Goebel met with the Board concerning the Veteran’s quilt project. Each Commissioner personally donated $25.00 towards the project and they challenge other offices and organizations to donate.
At 10:30am, motion was made by Bohrer, seconded by Reiher, to convene as the Board of Equalization. Webster County Assessor Sonja Krueger presented the Permissive Exemption list. After discussion, it was requested by the Board that Assessor Krueger publish the listing in the newspaper. Motion was made by Bohrer, seconded by Reiher, to adjourn as the Board of Equalization and to reconvene as the Board of Commissioners.
 At 10:45am, Jason Boyd and Dan Schwartzkopf met with the Board. Schwartzkopf reviewed options for Employee health insurance. The Board requested a copy of the Personnel Health Statement that the employees would need to complete. The Board will discuss this at the March 6th meeting.
At 11:00am, the Bid Letting for the Concrete Box Culvert Project Structure No. 1548. There were two bids. The first bid was by Van Kirk Bros. Contracting from Sutton, Nebraska. The bid was for $188,665.21 with no beginning date and an ending date of November, 2018. The second bid was by Midlands Contracting Inc from Kearney, NE. The bid was for $194,137.51 with a beginning date of October, 2018 and a completion date of November, 2018. Tim Farmer, Speece Lewis, reviewed the bids. Motion was made by Shipman, seconded by Reiher, to award the bid to Van Kirk Bros. Contracting. Upon roll call vote, voting in favor: Shipman, Reiher, Karr, Bohrer and Buschow. Voting no, abstaining or absent: none.
No members of the Board will be attending the Nebraska Central District meeting on March 15, 2018. Motion was made by Bohrer, seconded by Karr, to approve for Webster County to pay for Webster County Employees to have blood draws done at the Webster County Community Hospital Health Fair on April 14, 2018. Discussion concerning funding of different organizations was tabled to the March 6th meeting.

 At 11:45am, discussion was had on the installation of a new HVAC system for the Courthouse. The decision was made to request a proposal for removal of the existing system and to request a proposal for designing and installing a new system.
 At 12:07pm, Webster County Treasurer Janet Knehans presented RESOLUTION 9 – 2018: RESOLUTION 9 – 2018 BE IT RESOLVED, by the Board of Commissioners of Webster County, Nebraska, that SOUTH CENTRAL STATE BANK be permitted to Pledge the following securities, held in escrow by the Webster County Treasurer (trustee) to secure deposits in the County in said bank, to wit: FHL BANK-TOPEKA IRROVOCABLE LETTER OF CREDIT #49146 AMOUNT: $3,000,000.00 EXPIRATION DATE: 06/15/2018 ADOPTED by the Webster County Board of Commissioners this 20 th day of February, 2018. Motion was made by Shipman, seconded by Reiher, to approve RESOLUTION 9 – 2018. Upon roll call vote, voting in favor: Shipman, Reiher, Karr, Bohrer and Buschow. Voting no, abstaining or absent: none.
