WEBSTER COUNTY BOARD OF COMMISSIONERS APRIL 21, 2020

 The Webster County Board of Commissioners met at 8:30am on Tuesday, April 21st, 2020 for a regular business meeting at the Courthouse in Red Cloud. The following Board Members were present for roll call: Dan Shipman (District One) by phone call, Trevor Karr (District Two) by phone call, TJ Vance (District Three) by phone call, Keith Buschow (District Four) and Gary Ratzlaff (District Five) were present at the Courthouse. Chairman Buschow gave notice of the Nebraska Open Meetings Act Laws. Motion was made by Ratzlaff, seconded by Karr to approve the minutes of the April 7th, 2020 meeting. Voting in favor: Buschow, Ratzlaff, Vance, Karr and Shipman. Voting no, absent or abstaining: None. Motion carried. Motion was made by Shipman, seconded by Vance to pay claims and bills. Voting in favor: Buschow, Ratzlaff, Vance, Karr and Shipman. Voting no, absent or abstaining: None. Motion carried. At 8:35am, Paul Stoner, Highway Manager met with the Board and reported Walnut Creek Project was done except for grass seeding. The Crews are tearing a bridge out on Rd 2100, putting tubes in on Rd 2100 and when completed with that will go to Guide Rock with dirt work. The Crews have been cleaning ditches and building the shoulders up throughout the County. Everything is working great! At 8:45am, Clerk Petsch reported to the Board the Audit has been completed and placed on file in the Clerk’s Office. She also stated that a voting drop box has been placed on the west side of courthouse for voters to put their ballots if they so choose. Clerk Petsch informed the Board the “Thank you gifts” for the Nurses at the Webster County Hospital have been gathered and delivered to them by TJ Vance. This is in appreciation for all they do to care for residents of Webster County. The Board discussed the HVAC system fence. At 9:00am, Treasurer Knehans presented an Irrevocable Letter of Credit for $2,500,000.00 with an expiration date of 04/16/2021 for the Board to approve and Keith sign. Motion was made by Ratzlaff, seconded by Shipman to approve of Resolution 15-2020. Voting in favor: Buschow, Ratzlaff, Vance, Karr and Shipman. Voting no, absent or abstaining: None. Resolution 15-2020 was approved. Treasurer Knehans also reported to the Board that taxes have been coming in by mail or drop box. The public has been very supportive of the courthouse being closed for their safety as well as the employees inside the building. At 9:10am, Deputy Clerk Harig met with the Board about the Vision Service option given to employees. Premiums will be raising a small amount but benefits are going to be better. Motion was made by Shipman, seconded by Karr to approve of changes that will be starting July 1st. Voting in favor: All Members. At 9:25 Assessor Krueger met with the Board of Equalization for Governmental Subdivision Protests. Motion was made by Ratzlaff, seconded by Karr to go into the Board of Equalization. Assessor Krueger presented; GPS-1 City of Blue Hill, no appearance, CBOE decided Exempt. GPS-2 through GPS-14 City of Red Cloud and the City of Red Cloud Board of Trust, Kory McCracken appeared before the board on Zoom; GPS-3 through GPS-7 and GPS-8 through GPS-14, CBOE decided Exempt; GPS—8, Empty Lot no Public Purpose, CBOE decided Taxable, voting in favor: Buschow, Ratzlaff, Vance and Shipman. Voting no: Karr. Motion carried. Motion made by Ratzlaff, seconded by Shipman to go out of the Board of Equalization. All members voted in favor. Motion carried. The Board discussed status of courthouse being closed and consensus of the group was to keep courthouse closed going into May and the next board meeting will be May 5, 2020 at which time they will look into the situation again. Motion was made by Ratzlaff, seconded by Shipman to proceed with this action. Voting in favor: Buschow, Ratzlaff, Vance, Karr and Shipman. Voting no, absent or abstaining: None. Motion carried. The next meeting will be held by zoom again.
