The Webster County Board of Commissioners met at 8:30am on Tuesday June 16th, 2020 for a regular business meeting at the Courthouse in Red Cloud. The following Board Members were present for roll call: Dan Shipman (District One) , Trevor Karr (District Two), TJ Vance (District Three) (by zoom), Keith Buschow (District Four) and Gary Ratzlaff (District Five). Chairman Buschow gave notice of the Nebraska Open Meetings Act Laws. Motion was made by Ratzlaff, seconded by Vance to approve the minutes of the June 2nd, 2020 meeting. Voting in favor: Buschow, Ratzlaff, Vance, Karr and Shipman. Voting no, absent or abstaining: None. Motion carried. Motion was made by Karr, seconded by Shipman to pay claims and payroll. All members present voted in favor. At 8:35am, Paul Stoner met with the Board. Paul presented Resolution 22-2020 for the Board to sign on the request of Highway Superintendent Lance Harter. This recommendation is to install a stop sign and stop ahead sign so as to control south bound traffic as it approaches the intersection located at SE corner of Section 19-2-12 better known as Road 200 and Road J intersection. This will hopefully prevent any accidents and keep travelers safe. Motion was made by Ratzlaff, seconded by Karr to sign Resolution 22-2020. Voting in favor: Buschow, Ratzlaff, Vance, Karr and Shipman. Voting no, absent or abstaining: None. Motion carried. Paul also told the Board he had talked to Sara James about budgets. Crews are still working on storm damage from Memorial weekend and fixing pot holes on Bladen Road. They discussed other projects and budgets. At 9:00am, Rob Wilson met with the Board on the Fair Board’s “Designated Liquor License” for the Webster County Fair in case they would need one as in previous years. Things are not certain at this time what will be approved but they wanted to be prepared. Motion was made by Shipman, seconded by Ratzlaff to approve of the license. Voting in favor: Buschow, Ratzlaff, Vance, Karr and Shipman. Voting no, absent or abstaining: None. Motion carried. The Board reviewed the Clerk of District Court Summary Fee Report. The Board reviewed funding request from Region 3 Behavioral Services for fiscal year 2020/2021 and approved of the request of $9,198.41. Motion was made by Karr, seconded by Shipman to put this in the next fiscal year budget . All members were in favor of this request. Motion carried. At 9:45am, the Board looked over the funding request for CASA for fiscal year 2020/2021 that had been sent. Motion was made by Ratzlaff, seconded by Vance to approve request of $3,000.00. Voting in favor: Buschow, Ratzlaff, Vance, Karr and Shipman. Voting no, absent or abstaining. None. Motion carried. At 10:00am, Deputy Clerk Abbey Harig met with the Board on purchasing a sanitizer machine for each floor of the Courthouse. The Safety Committee had met and submitted this request for the Board to look at. The Board told Abbey to look into this and report at next Board Meeting. The Board discussed mowing of abandoned cemeteries throughout the County. The County pays for two mowings a year but don’t have very many people doing this anymore. The Board would like to see if anyone is interested in adopting a cemetery to maintain and mow for the County. Contact Liz Petsch, County Clerk if interested. The Board discussed Cheyenne Knehans remaining on the first floor at entrance to Courthouse to monitor traffic coming in and keeping flow at a minimum in each office and during District and County Court days. Cheyenne will continue doing this and the Board will reevaluate at our July 7, 2020 meeting. At 11:00am, Box Culvert Bids for Project C-91 (650) were opened from Midlands for $94,951.00; Van Kirk for $86,668.00; and Reece Construction for $129,500.00. Following discussion, motion was made by Shipman, seconded by Ratzlaff to go with the lowest bid from Van Kirk. Voting in favor: Buschow, Ratzlaff, Vance, Karr and Shipman. Voting no, absent or abstaining: None. Motion carried. Chairman Buschow reported on Recycling event in Blue Hill June 17, 2020. At 11:15am, the Board held their Gravel Bid Letting. Only one bid was submitted by Deweese Sand & Gravel (formerly Bladen Sand and Gravel) . Motion was made by Shipman, seconded by Karr to approve of this bid. Voting in favor: Buschow, Ratzlaff, Vance, Karr and Shipman. Voting no, absent, or abstaining. None. Motion carried. Chairman Keith Buschow signed the Agreement. At 11:45am, County Attorney Sara Bockstadter met with the Board on her Secretarial Contract up for renewal by July 1st , 2020. She presented her proposal of $21,660.00 for fiscal year of 2020/2021 Budget Year. Her monthly contract salary will be $1,805.00. Motion was made by Karr, seconded by Shipman to approve of this contract. Voting in favor: Buschow, Ratzlaff, Vance, Karr and Shipman. Voting no, absent, or abstaining: None. Motion carried. Board of Equalization Hearings will begin next Tuesday June 23rd at 1:00pm in the Board Room in the Courthouse.
