WEBSTER COUNTY BOARD OF COMMISSIONERS June 5, 2018

 The Webster County Board of Commissioners met at 8:30am on Tuesday, June 5, 2018, for a regular business meeting at the Courthouse in Red Cloud. The following Board Members were present for roll call: Dan Shipman (District One), Trevor Karr (District Two), Roger Bohrer (District Three), Keith Buschow (District Four) and JoAnn Reiher (District Five). The Board stood and recited the Pledge of Allegiance to the Flag. Chairman Buschow gave notice of the Nebraska Open Meetings Act Laws. Motion was made by Bohrer, second by Reiher, to approve the minutes of the May 15, 2018 meeting. Upon roll call vote, voting to approve the minutes: Bohrer, Reiher, Shipman, Karr and Buschow. Voting no, absent or abstaining: none.
 At 8:35am, Jeff Kuhn,Road Maintenance Coordinator,  met with the Board. Kuhn reports that Van Kirk has started on Project #357 and will work on Project #637 next. Asphalt repair has been done on the 800 Road north of Bladen. Crack sealing for Showboat Road and 800 Road north of Bladen was discussed. Kuhn has signed a hay contract for ditches along Road 2200. An excavator has been rented to complete projects.
 Kuhn presented RESOLUTION 16 – 2018: RESOLUTION 16 – 2018 WHEREAS, Webster County desires to improve R Road, starting at the east right-of-way line of NE Highway 281 (also known as 1200 Road) and proceeding approximately one mile east to 1300 Road. Improvement would be to a rural local classified road according to minimum design standards, including drainage structures, grading and gravel, and WHEREAS, the road re-classification and improvements will benefit the citizens of the county if the road is improved. NOW THEREFORE, in view of the above facts, the Webster County Board of Commissioners, hereby declares that said road shall be re-classified from Minimum Maintenance to Rural Local to become effective as soon as concurrence and approval is received from the State of Nebraska Department of Transportation.
 Motion was made by Shipman, seconded by Karr, to approve RESOLUTION 16 - 2018. Upon roll call vote, voting in favor: Shipman, Karr, Bohrer, Reiher and Buschow. Voting no, absent or abstaining: none. Buschow signed RESOLUTION 16 – 2018.
Upon the completion of the re-classification of Road R, Road R will extend from the west end of the county to the east end of the county. Kuhn has requested design plans for Project #261, Bridge #23025, from Speece Lewis and Oak Creek Engineering. The Witzco trailer sold for $20,000.00.
 At 9:00am, Don Bartels met with the Board to request permission to bore under Road 400 between Sections 15 and 16 for electrical lines to power a submergible pump. Jeff Kuhn was in attendance. The Board gave their permission. Bartels is to complete a utility permit.
At 9:15am, Rob Wilson, representative for the Webster County Agricultural Association, met with the Board for the approval of a Special Designated Liquor License. Upon discussion and finding that the Webster County Board of Commissioners have jurisdiction in this matter, motion was made by Shipman, seconded by Karr, to allow for and approving the State issuance of a Special Designated License for the Webster County Agricultural Association allowing for sale, use and consumption of beer, wine and distilled spirits in the designated areas of the Webster County Fairgrounds on July 26th, 27th and 28th, 2018. Upon roll call vote, the motion was approved by the Members of the Board of Commissioners and notice of action will be forwarded to the Nebraska Liquor Commission. Motion was made by Bohrer, seconded by Reiher, to approve the proposal from Energized Electric for the installation of a new HVAC System for the Webster County Courthouse. Upon roll call vote, voting in favor: Bohrer, Reiher, Shipman and Buschow. Voting no: Karr. Absent or abstaining: none. Energized Electric to submit contract to be approved by Webster County. At 9:30am, RuAnn Rutt, Director of CASA of South Central Nebraska, met with the Board. Rutt reviewed highlights of what has been done in Webster County. Rutt is requesting $3,000.00 for funding for the 2018/2019 fiscal year. This was tabled to the June 19th meeting.
 At 9:45am, Marlys Schmidt met with the Board to discuss the purchase of a Power Load System for the Blue Hill Ambulance. The money used to pay for this equipment is from the Ambulance Fund which is money that the EMT’s have made serving Webster County. After discussion, motion was made by Bohrer, seconded by Shipman, to approve the purchase of the system for $52,300.32. Upon roll call vote, all voted in favor. Voting no, absent or abstaining: none.
At 10:00am, Jo Springer, Executive Director of SASA Crisis Center, met with the Board. Springer reviewed the services offered by SASA. Springer is requesting $2,000.00 for funding for the 2018/2019 fiscal year. This was tabled to the June 19th meeting.
 At 10:30am, Lynn Viglicky, Midland Area Agency on Aging and Mary Delka, Director of Webster County Senior Services and Webster County Transportation, met with the Board. They reviewed the activities of the Webster County Senior Services for the past year and changes that are expected for the 2018/2019 fiscal year. The request for funding for fiscal year 2018/2019 is $4,860.00. This was tabled to the June 19th meeting. Discussion was had concerning the current phone system in the courthouse. Great Plains Communication is going to inspect the current system and submit a proposal to upgrade the system.
At 11:00am, the Board held their pre-advertised Bid Letting for Road Gravel. There was one bid from Deweese Sand and Gravel. After review of the Bid, motion was made by Bohrer, seconded by Shipman, to accept the Bid from Deweese Sand and Gravel. Upon roll call vote, voting in favor: Bohrer, Shipman, Karr, Reiher and Buschow. Voting no, absent or abstaining: none.
An Agreement between County of Webster and Bladen Sand and Gravel was signed by Chairman Buschow and Carmen Gross, President of Deweese Sand and Gravel. This Agreement states that the gravel delivered will meet the Webster County Specifications.
 At 11:05am, Ron Fryda, Wildlife Specialist, met with the Board. Fryda reviewed the activity in Webster County. After discussion, motion was made by Bohrer, seconded by Karr, to approve the Contract and funding in the amount of $6,719.93 for July 1, 2018 to June 30, 2019. Upon roll call vote, voting in favor: Bohrer, Karr, Reiher, Shipman and Buschow. Voting no, absent or abstaining: none.
 At 11:18am, Kathleen Howard met with the Board to discuss the mowing of the Walker and Batin Cemeteries. Clerk Klingenberger will contact Frank Degener to see if he will mow these cemeteries. At 11:30am, Dennis Maggart and Judd Allen, Representatives of NACO Benefit Services, met with the Board to discuss Employee Health Insurance. Different plans were reviewed. Discussion was had on the preparation of the 2018/2019 Budget.
 The Board requests that Jada Thompson, Accountant with Contryman Associates, meet with the Board on June 19th .
Motion was made by Shipman, seconded by Reiher, to write off an ambulance bill for $512.00. Upon roll call vote, voting in favor: Shipman, Reiher, Karr, Bohrer and Buschow. Voting no, absent or abstaining: none.
 Motion was made by Reiher, seconded by Buschow, to approve funding for Region 3 Behavioral Services in the amount of $8,993.04. Upon roll call vote, voting in favor: Reiher, Buschow, Shipman, Karr and Bohrer. Voting no, absent or abstaining: none.
At 12:15pm, Commissioner Bohrer voiced concerns about the results of the Primary Election. Election Commissioner Debra Klingenberger explained the voter registration and election day process. After discussion, Commissioner Bohrer requested that the Secretary of State’s office audit the Webster County Primary Election. The Board agreed and Chairman Buschow made the request. The Election Commissioner will contact the Secretary of State’s office to schedule this audit.
 At 1:00pm, Jason Boyd, Account Manager for Krull Agency, met with the Board. Boyd presented several options for the Webster County Employee Health Insurance. Discussion was had on which employee health insurance option was best for the Webster County employees. The decision was made to stay with NACO Blue Cross and Blue Shield Plan.
