WEBSTER COUNTY BOARD OF COMMISSIONERS January 2,2018

The Webster County Board of Commissioners met at 8:30am on Tuesday, January 2, 2018, for a regular business meeting at the Courthouse in Red Cloud.
 The following Board Members were present for roll call: Dan Shipman (District One), Trevor Karr (District Two), Roger Bohrer (District Three), Keith Buschow (District Four) and JoAnn Reiher (District Five).
 The Board stood and recited the Pledge of Allegiance to the Flag. Chairman Buschow gave notice of the Nebraska Open Meetings Act Laws. Motion was made by Bohrer, second by Reiher, to approve the minutes of the December 19, 2017 meeting. Upon roll call vote, voting to approve the minutes: Bohrer, Reiher, Shipman, Karr and Buschow. Voting no, absent or abstaining: none.
 At 8:35am, Jeff Kuhn, Road Maintenance Coordinator, met with the Board. The Road Maintenance Crews have been applying salt to roadways. Kuhn submitted an Agreement between Owner and Contractor for Construction Contract for Project No. C91(357) and Project No. C91(637). After discussion, Chairman Buschow signed the Contract. A pre-construction conference has been scheduled for the Project No. C91(637). Kuhn submitted Amendments to the Engineering Agreements for Project No. C91(637) and Project No. C91(357). After discussion, Chairman Buschow signed the Agreements. Kuhn has made an offer for the lots west of the Inavale shop. Kuhn and Tom Krueger have been working on the One and Six Year Plan. Kuhn will have a proposal at the next meeting for the Webster County Highway Superintendent position.
Discussion was had on the bridge south of the feedlot. This bridge has failed inspection and will be added to the One and Six Year Plan. Kuhn has been in contact with Husker Steel to design and build the replacement bridge. Kuhn reported to the Board that in 2017, the Capital Construction Fund has paid for 21 projects totaling $1,100,000.00. The Road Fund has completed 56 projects totaling $174,000.00 in 2017. Project No. 492 that has been on the One and Six Year Plan since 1990, has been completed. Discussion was had concerning the Employee Get Together scheduled for January 27, 2018 at 6pm at the Red Cloud Golf Course. A charge will be $15.00 per plate. County Government Day is January 10, 2018 beginning at 9:00am.
At 10:15am, Webster County Treasurer, Janet Knehans met with the Board. Knehans shared interest rates being offered by South Central State Bank for cd’s. The decision was made to transfer $50,000.00 to a new cd at South Central State Bank with an interest rate of 2.18%. Knehans reported that the Treasurer’s office had collected $2,955,000.00 in taxes during the month of December, 2017. The Board reviewed and accepted the Distress Warrants report from Webster County Sheriff Troy Schmitz.
 Discussion was had on the replacement of the heating and cooling system in the Courthouse Building.
