WEBSTER COUNTY BOARD OF COMMISSIONERS June 19, 2019

The Webster County Board of Commissioners met at 8:30am on Tuesday, June 19, 2018, for a regular business meeting at the Courthouse in Red Cloud. The following Board Members were present for roll call: Dan Shipman (District One), Trevor Karr (District Two), Keith Buschow (District Four) and JoAnn Reiher (District Five). Absent: Bohrer. The Board stood and recited the Pledge of Allegiance to the Flag. Chairman Buschow gave notice of the Nebraska Open Meetings Act Laws. Motion was made by Shipman, second by Reiher, to approve the minutes of the June 5, 2018 meeting. Upon roll call vote, voting to approve the minutes: Shipman, Reiher, Karr and Buschow. Absent: Bohrer. Voting no or abstaining: none.
 At 8:35am, Jeff Kuhn, Road Maintenance Coordinator, met with the Board. Kuhn presented three Agreements with Oak Creek Engineering, LLC for approval for engineering services. The first one is for the Grading of K Road at 900 Road and 1000 Road intersection. The second one is for the low water crossing that replaces Structure No. C009123415. The third one is for the replacement of Structure No. C009123025. After discussion, motion was made by Karr, seconded by Shipman, to approve these three Agreements. Upon roll call vote, voting in favor: Karr, Shipman, Reiher and Buschow. Absent: Bohrer. Voting no or abstaining: none. Chairman Buschow signed the Agreements. Dam Inspections were discussed. Kuhn had received bids from Hines Construction and Figgins Construction for crack sealing the asphalt on Z Road east of Blue Hill, 800 Road north of Bladen and four miles of Showboat Road. Kuhn shared with the Board a listing of working hours for each motor grader. Project 357 will be finalized today. Project 614 is Road 1400 south of the feedlot where culverts are being replaced. Bridge replacement will begin on 1400 Road by the Red Cloud Golf Course. Project 642 is ready for seeding. The construction on Bridge No. 12710 will begin soon. The Road crews have been getting roads ready for harvest.
The Road Department will be having a demonstration for a used John Deere 700J dozer.
 Discussion was had on the condition of the Batin Cemetery.
At 9:15am, Stephanie Creech-Will, Executive Director of Area Substance and Alcohol Abuse Prevention (ASAAP), Kerry Huber, Project Director of ASAAP and Joe Hubl, K-12 Counselor for Blue Hill Public Schools, met with the Board. Creech-Will and Huber reviewed the projects and budget for the last year. Hubl shared how the program is used in the Blue Hill School. The funding request is $5,000.00. This was tabled to the July 3, 2018 meeting. At 9:30am, Janet Knehans, Webster County Treasurer, presented RESOLUTION 17 – 2018: RESOLUTION 17 - 2018 WHEREAS, South Central State Bank is designated as a Depository Bank for Webster County; WHEREAS, the Webster County Treasurer, acting in the best interest of Webster County is authorized to deposit funds and invest excessive monies of Webster County; WHEREAS, while doing these duties, the Webster County Treasurer is required to do a weekly back up of the transactions on a tape using Shadow Protect. These tapes must be stored outside of the Courthouse building; WHEREAS, the Depository Bank, South Central State Bank, offers safety deposit boxes to store such tapes; BE IT RESOLVED, That a safety deposit box measuring 10inches by 10-1/2inches will be rented by the Webster County Treasurer at South Central State Bank. There will be no charge for the renting of the box. BE IT ALSO RESOLVED, that the Webster County Treasurer, Janet Knehans and the following employees will have access to the safety deposit box: Penny Witte, Deputy Treasurer Monica Schmitz, Clerk Cassandra Olson, Clerk After discussion, motion was made by Shipman, seconded by Reiher, to approve RESOLUTION 17 – 2018. Upon roll call vote, voting in favor: Shipman, Reiher, Karr and Buschow. Absent: Bohrer. Voting no or abstaining: none. Chairman Buschow signed RESOLUTION 17 – 2018. Treasurer Knehans presented RESOLUTION 18 – 2018: RESOLUTION 18 – 2018 BE IT RESOLVED, by the Board of Commissioners of Webster County, Nebraska, that SOUTH CENTRAL STATE BANK be permitted to Pledge the following securities, held in escrow by the Webster County Treasurer (trustee) to secure deposits in the County in said bank, to wit: FHL BANK-TOPEKA IRREVOCABLE LETTER OF CREDIT #50745 AMOUNT: $1,000,000.00 EXPIRATION DATE: 08/15/2018 After discussion, motion was made Reiher, seconded by Shipman, to approve RESOLUTION 18 – 2018. Upon roll call vote, voting in favor: Reiher, Shipman, Karr and Buschow. Absent: Bohrer. Voting no or abstaining: none. Chairman Buschow signed RESOLUTION 18 – 2018. At 9:45am, Lisa Mahin, representative for On the Brix, met with the Board for the approval of a Special Designated Liquor License. Upon discussion and finding that the Webster County Board of Commissioners have jurisdiction in this matter, motion was made by Shipman, seconded by Karr, to allow for and approving the State issuance of a Special Designated License for On the Brix allowing for the sale, use and consumption of beer, wine and distilled spirits in the designated areas of 1757 Road 2500, Lawrence, Nebraska, on July 14, 2018 from 9am to 4pm for the Junk Jaunt Tour. Upon roll call vote, voting in favor: Shipman, Karr, Reiher and Buschow. Absent: Bohrer. Voting no or abstaining: none. Discussion was had concerning the zoning of the Webster County Courthouse. Chairman Buschow will contact the City of Red Cloud to discuss the zoning. At 10:00am, Jarrod Reimer, representative from Congressman Adrian Smith’s office, met with the Board. He shared information from committees and activities that the Congressman has been involved in. At 10:15am, the Board recessed for a break. The Board reconvened at 10:30am with 4 members present. Absent: Bohrer. At 10:30am, Jada Thompson and Linda Erickson, CPA’s with Contryman Associates, P.C., met with the Board. Discussion was had on preparation of the Budget and the Audit for Webster County. At 11:00am, Sara Bockstadter, Webster County Attorney, discussed opioid litigation in Nebraska. At 11:15am, Dustin Gay, Energized Electric, met with the Board to discuss the contract for the installation of the HVAC System in the courthouse. County Attorney Bockstadter was also part of this discussion. The start date for the installation will be October 1, 2018 and completion date will be February, 2019. A down payment of 15% of total cost will be paid when the contract is signed. First payment will be made 30 days after the beginning of the project; second payment in 30 days and final payment on completion of the project. Contract will be submitted to the Board for approval on July 3, 2018. Discussion was had concerning the levy request for the Webster County Agriculture District that was on the Primary Election ballot and did not pass. Election results discussion was tabled to the July 3, 2018 meeting. Funding discussion for the 2018/2019 Budget was tabled to the July 3, 2018 meeting. Discussion was had concerning the EPC Letter of Agreement between Webster County and Region 3 Behavioral Health Services. Motion was made by Karr, seconded by Reiher to approve this Agreement.  The Webster County Board of Commissioners met at 8:30am on Tuesday, June 5, 2018, for a regular business meeting at the Courthouse in Red Cloud. The following Board Members were present for roll call: Dan Shipman (District One), Trevor Karr (District Two), Roger Bohrer (District Three), Keith Buschow (District Four) and JoAnn Reiher (District Five). The Board stood and recited the Pledge of Allegiance to the Flag. Chairman Buschow gave notice of the Nebraska Open Meetings Act Laws. Motion was made by Bohrer, second by Reiher, to approve the minutes of the May 15, 2018 meeting. Upon roll call vote, voting to approve the minutes: Bohrer, Reiher, Shipman, Karr and Buschow. Voting no, absent or abstaining: none.
 At 8:35am, Jeff Kuhn,Road Maintenance Coordinator,  met with the Board. Kuhn reports that Van Kirk has started on Project #357 and will work on Project #637 next. Asphalt repair has been done on the 800 Road north of Bladen. Crack sealing for Showboat Road and 800 Road north of Bladen was discussed. Kuhn has signed a hay contract for ditches along Road 2200. An excavator has been rented to complete projects.
 Kuhn presented RESOLUTION 16 – 2018: RESOLUTION 16 – 2018 WHEREAS, Webster County desires to improve R Road, starting at the east right-of-way line of NE Highway 281 (also known as 1200 Road) and proceeding approximately one mile east to 1300 Road. Improvement would be to a rural local classified road according to minimum design standards, including drainage structures, grading and gravel, and WHEREAS, the road re-classification and improvements will benefit the citizens of the county if the road is improved. NOW THEREFORE, in view of the above facts, the Webster County Board of Commissioners, hereby declares that said road shall be re-classified from Minimum Maintenance to Rural Local to become effective as soon as concurrence and approval is received from the State of Nebraska Department of Transportation.
 Motion was made by Shipman, seconded by Karr, to approve RESOLUTION 16 - 2018. Upon roll call vote, voting in favor: Shipman, Karr, Bohrer, Reiher and Buschow. Voting no, absent or abstaining: none. Buschow signed RESOLUTION 16 – 2018.
Upon the completion of the re-classification of Road R, Road R will extend from the west end of the county to the east end of the county. Kuhn has requested design plans for Project #261, Bridge #23025, from Speece Lewis and Oak Creek Engineering. The Witzco trailer sold for $20,000.00.
 At 9:00am, Don Bartels met with the Board to request permission to bore under Road 400 between Sections 15 and 16 for electrical lines to power a submergible pump. Jeff Kuhn was in attendance. The Board gave their permission. Bartels is to complete a utility permit.
At 9:15am, Rob Wilson, representative for the Webster County Agricultural Association, met with the Board for the approval of a Special Designated Liquor License. Upon discussion and finding that the Webster County Board of Commissioners have jurisdiction in this matter, motion was made by Shipman, seconded by Karr, to allow for and approving the State issuance of a Special Designated License for the Webster County Agricultural Association allowing for sale, use and consumption of beer, wine and distilled spirits in the designated areas of the Webster County Fairgrounds on July 26th, 27th and 28th, 2018. Upon roll call vote, the motion was approved by the Members of the Board of Commissioners and notice of action will be forwarded to the Nebraska Liquor Commission. Motion was made by Bohrer, seconded by Reiher, to approve the proposal from Energized Electric for the installation of a new HVAC System for the Webster County Courthouse. Upon roll call vote, voting in favor: Bohrer, Reiher, Shipman and Buschow. Voting no: Karr. Absent or abstaining: none. Energized Electric to submit contract to be approved by Webster County. At 9:30am, RuAnn Rutt, Director of CASA of South Central Nebraska, met with the Board. Rutt reviewed highlights of what has been done in Webster County. Rutt is requesting $3,000.00 for funding for the 2018/2019 fiscal year. This was tabled to the June 19th meeting.
 At 9:45am, Marlys Schmidt met with the Board to discuss the purchase of a Power Load System for the Blue Hill Ambulance. The money used to pay for this equipment is from the Ambulance Fund which is money that the EMT’s have made serving Webster County. After discussion, motion was made by Bohrer, seconded by Shipman, to approve the purchase of the system for $52,300.32. Upon roll call vote, all voted in favor. Voting no, absent or abstaining: none.
At 10:00am, Jo Springer, Executive Director of SASA Crisis Center, met with the Board. Springer reviewed the services offered by SASA. Springer is requesting $2,000.00 for funding for the 2018/2019 fiscal year. This was tabled to the June 19th meeting.
 At 10:30am, Lynn Viglicky, Midland Area Agency on Aging and Mary Delka, Director of Webster County Senior Services and Webster County Transportation, met with the Board. They reviewed the activities of the Webster County Senior Services for the past year and changes that are expected for the 2018/2019 fiscal year. The request for funding for fiscal year 2018/2019 is $4,860.00. This was tabled to the June 19th meeting. Discussion was had concerning the current phone system in the courthouse. Great Plains Communication is going to inspect the current system and submit a proposal to upgrade the system.
At 11:00am, the Board held their pre-advertised Bid Letting for Road Gravel. There was one bid from Deweese Sand and Gravel. After review of the Bid, motion was made by Bohrer, seconded by Shipman, to accept the Bid from Deweese Sand and Gravel. Upon roll call vote, voting in favor: Bohrer, Shipman, Karr, Reiher and Buschow. Voting no, absent or abstaining: none.
An Agreement between County of Webster and Bladen Sand and Gravel was signed by Chairman Buschow and Carmen Gross, President of Deweese Sand and Gravel. This Agreement states that the gravel delivered will meet the Webster County Specifications.
 At 11:05am, Ron Fryda, Wildlife Specialist, met with the Board. Fryda reviewed the activity in Webster County. After discussion, motion was made by Bohrer, seconded by Karr, to approve the Contract and funding in the amount of $6,719.93 for July 1, 2018 to June 30, 2019. Upon roll call vote, voting in favor: Bohrer, Karr, Reiher, Shipman and Buschow. Voting no, absent or abstaining: none.
 At 11:18am, Kathleen Howard met with the Board to discuss the mowing of the Walker and Batin Cemeteries. Clerk Klingenberger will contact Frank Degener to see if he will mow these cemeteries. At 11:30am, Dennis Maggart and Judd Allen, Representatives of NACO Benefit Services, met with the Board to discuss Employee Health Insurance. Different plans were reviewed. Discussion was had on the preparation of the 2018/2019 Budget.
 The Board requests that Jada Thompson, Accountant with Contryman Associates, meet with the Board on June 19th .
Motion was made by Shipman, seconded by Reiher, to write off an ambulance bill for $512.00. Upon roll call vote, voting in favor: Shipman, Reiher, Karr, Bohrer and Buschow. Voting no, absent or abstaining: none.
 Motion was made by Reiher, seconded by Buschow, to approve funding for Region 3 Behavioral Services in the amount of $8,993.04. Upon roll call vote, voting in favor: Reiher, Buschow, Shipman, Karr and Bohrer. Voting no, absent or abstaining: none.
At 12:15pm, Commissioner Bohrer voiced concerns about the results of the Primary Election. Election Commissioner Debra Klingenberger explained the voter registration and election day process. After discussion, Commissioner Bohrer requested that the Secretary of State’s office audit the Webster County Primary Election. The Board agreed and Chairman Buschow made the request. The Election Commissioner will contact the Secretary of State’s office to schedule this audit.
 At 1:00pm, Jason Boyd, Account Manager for Krull Agency, met with the Board. Boyd presented several options for the Webster County Employee Health Insurance. Discussion was had on which employee health insurance option was best for the Webster County employees. The decision was made to stay with NACO Blue Cross and Blue Shield Plan.

Martha Thersa Menke Faimon November 17 1926 to May 7, 2018

Martha Theresa (Menke) Faimon was born on Nov. 17, 1926 at home in rural Nuckolls County to H.B. and Elizabeth (Knoop) Menke. She died at the age of 91, Monday May 7, 2018 at Blue Hill care Center, Blue Hill.  She was baptized at St. Stephen Catholic Church. Martha grew up south of St. Stephen, Nebraska and attended Elementary School at St. Stephen through the eighth grade.

Martha was united in marriage on April 26th, 1949 to Arnold Faimon at St. Stephen Catholic Church. The couple made their home in rural Webster County, northwest of Lawrence.

During their marriage the couple were blessed with 5 kids, Donnie Faimon of Lawrence, Larry and Mary (Kathman) Faimon of Lawrence, the late Patty Faimon who passed at the age of 16 months, Rich and Karen (Buschkoetter) Faimon of Glenvil, and Marlene Faimon of Lawrence; seven grandchildren; and 15 great-grandchildren.

Martha is preceded in death by her parents; husband; nine siblings and their spouses.

Martha was a member of the Sacred Heart Catholic Parish, being a very active member of the Altar Society. She was a member of the Sacred Heart Sewing Circle and the Lawrence American Legion Auxiliary. Martha was a current Hastings Eagles member where she and her son Donnie enjoyed playing cards until recently. Martha also enjoyed playing dominoes weekly with her sisters. She also enjoyed the various card clubs she belonged to.

There was nothing Martha enjoyed more than a good’ole Catholic polka mass and going polka dancing with family members and friends. Martha had quite a sense of humor and loved spending time laughing with her seven grandkids and 15 great-grandkids. The remainder of Martha’s family and friends will miss her dearly, as she was a remarkable, loving, fun person. May Martha truly enjoy every polka dance and card game in heaven with her husband: Arnie.

Funeral services were held Friday May 11, 2018, with Rosary on Thursday May 10, 2018.  both at the Sacred Heart Catholic Church in Lawrence with Father Thomas Schultes officiating.  Burial was in Sacred Heart Catholic Cemetery, Lawrence.

Cattle Thief in Court

Testimony started Monday in Red Cloud to disallow evidence in a case of alleged cattle rustling.

Hastings attorney, T. Charles James, Hastings attorney representing Austin A. Petr, 27, of rural Blue Hill filed a motion to suppress evidence on Jan. 8.

Petr faces a charge of theft by unlawful taking, value more than $5,000, which is a Class 2A felony punishable by up to 20 years in prison.

The single witness heard Monday was George Horton, chief investigator for the Nebraska Brand Commission. His cross-examination was cut short and will continue at the March hearing.

Horton testified that he was called by the Webster County Sheriff’s Office on Jan. 13, 2017, about a report of cattle being stolen.

He later received a call indicating the cattle had been possibly located at the Sutton Livestock auction barn at Sutton.

Horton testified on cross-examination that he saw it as a criminal investigation When he went to the barn to investigate

Petr had called the Sutton Livestock barn earlier and consigned 70 head of cattle to be sold.  Horton testified he found 30 unbranded calves mingled with 40 head of branded cattle owned by Petr. 

Of the 30 head of unbranded cattle mingled with Petr's branded cattle, 27 were shown by DNA to belong to Alan Johnson of Blue Hill. Johnson found the cattle missing when he went to his farm around 7:30 am and immediately reported  the theft  He had last seen the cattle at 5:30 the previous evening...

Johnson was alerted by friends that his cattle were at the Sutton Sale Barn and went there. He told Horton that he could identify his unbranded calves.

Horton testified that he and a deputy sheriff took Petr into a small store room during the investigation to talk to him.  He said Petr's Miranda rights were not read to him because he wasn't under arrest..

In his suppression motion, James argues that the questioning of Petr amounts to custodial interrogation and Petr should have had his Miranda rights read to him and that law enforcement officers unlawfully seized the unbranded cattle and conducted a warrantless search to obtain hair samples used for DNA testing..

Horton testified that he impounded the 30 head of unbranded cattle and had a veterinarian collect the samples for testing. The samples were compared to Johnson’s herd, and 27 of the cattle matched.

Horton’s cross-examination will continue on March 12 at 3 p.m.

 A pretrial hearing in another case has been set for March 14.  Petr also faces seven counts of prohibited sale of livestock In Clay County District Court as well as a Class 3 felony punishable by up to four years in prison and a $25,000 fine. He pleaded not guilty to those charges on Sept. 13, 2017. 

WEBSTER COUNTY BOARD OF COMMISSIONERS May 1, 2018

 The Webster County Board of Commissioners met at 8:30am on Tuesday, May 1, 2018, for a regular business meeting at the Courthouse in Red Cloud. The following Board Members were present for roll call: Dan Shipman (District One), Trevor Karr (District Two), Roger Bohrer (District Three), Keith Buschow (District Four) and JoAnn Reiher (District Five). The Board stood and recited the Pledge of Allegiance to the Flag. Chairman Buschow gave notice of the Nebraska Open Meetings Act Laws. Motion was made by Bohrer, second by Reiher, to approve the minutes of the April 17, 2018 meeting. Upon roll call vote, voting to approve the minutes: Bohrer, Reiher, Shipman, Karr and Buschow. Voting no, absent or abstaining: none. At 8:35am, Jeff Kuhn, Road Maintenance Coordinator, met with the Board. Kuhn and Monica Montgomery, Road Department Office Manager, attended Fema Emergency Management training for the Disaster Relief Process. Kuhn attended Flood Plain Management training. Kuhn has requested that other entities of Webster County meet to discuss the Plan. Van Kirk is doing the final grading for Project 605. Kuhn has met with Tim Farmer, Speece Lewis Engineering, concerning billing questions. Kuhn presented the active project list for projects engineered by Speece Lewis Engineering. Buschow signed a Contractors Application for Payment for Project #357. Motion was made by Bohrer, seconded by Karr, to approve RESOLUTION 10 – 2018: MINIMUM MAINTENANCE ROAD RECLASSIFCATION TO LOCAL ROAD WEBSTER COUNTY RESOLUTION 10 – 2018 WHEREAS, Webster County desires to improve Y Road, starting at the centerline of Road 1900 and proceeding 2,670 feet east to rural local classified road according to minimum design standards, including drainage structures, grading and gravel, and WHEREAS, the road re-classification and improvements will benefit the citizens of the county if the road is improved. NOW, THEREFORE, in view of the above facts, the Webster County Board of Commissioners hereby declares that said road shall be re-classified from Minimum Maintenance to Rural Local to become effective as soon as concurrence and approval is received from the State of Nebraska Department of Transportation. Upon roll call vote, voting in favor: Bohrer, Karr, Reiher, Shipman and Buschow. Voting no, absent or abstaining: none. RESOLUTION 10 – 2018 was signed. Discussion was had concerning equipment. Kuhn has found a trailer at Blue River Trucks. Motion was made by Bohrer, seconded by Karr, to approve the purchase of the trailer with the condition of selling the 1996 Witzco trailer on consignment. Upon roll call vote, voting in favor: Bohrer, Karr, Reiher, Shipman and Bohrer. Voting no, absent or abstaining: none. Review of the motor grader payment schedule was had. Discussion for the purchase of a bale grinder and disk was had. Discussion for the dump truck was tabled until later in the meeting. Motion was made by Karr, seconded by Bohrer, to award the bids for Project #629 and Project #630 to Kucera Excavating. The bid for Project #629 was $16,304.00 and the bid for Project #630 was $13,206.00. Upon roll call vote, voting in favor: Karr, Bohrer, Reiher, Shipman and Buschow. Voting no, absent or abstaining: none.
 At 9:15am, Sharon Hueftle, Executive Director for South Central Economic Development District(SCEDD), met with the Board. Hueftle reviewed activities of the organization in Webster County over the last year. James Lounsbury, a Councilperson for the City of Blue Hill, described how SCEDD has assisted the city.
At 9:30am, James Lounsbury met with the Board to discuss a contract between the Webster County Sheriff and the City of Blue Hill. Sheriff Troy Schmitz was in attendance. Discussion was had on what duties the Sheriffs’s office will be and what the expectations of the City of Blue Hill are.
 At 9:45am, Gene Horne, Red Cloud EMT, met with the Board to discuss L.B. 760 which entitles the Volunteer First Responders to a $250.00 tax credit. Horne reviewed the criteria that needs to be met to receive this credit. After discussion, motion was made by Karr, seconded by Shipman to sign the Annual Certification for the Volunteer Emergency Responders Incentive Act for 2016 and 2017. Upon roll call vote, all voted in favor. At 9:50am, Janet Knehans, Webster County Treasurer, met with the Board. Knehans presented RESOLUTION 11 – 2018: RESOLUTION 11 – 2018 BE IT RESOLVED, by the Board of Commissioners of Webster County, Nebraska, that SOUTH CENTRAL STATE BANK be permitted to Pledge the following securities, held in escrow by the Webster County Treasurer (trustee) to secure the deposits in the County in said bank, to wit: FHL BANK-TOPEKA IRREVOCABLE LETTER OF CREDIT #49990 AMOUNT: $2,500,000.00 EXPIRATION DATE: 04/19/2019 ADOPTED by the Webster County Board of Commissioners this 1 st day of May, 2018 Motion was made by Karr, seconded by Shipman, to approve RESOLUTION 11 – 2018. Upon roll call vote, voting in favor: Karr, Shipman, Bohrer, Reiher and Buschow. Voting no, absent or abstaining: none. Knehans presented to the Board a listing of the taxing Districts and how much each received from the Nameplate Capacity Tax that was collected for the last quarter of 2017. At 9:55am, Tami Scheuneman, Webster County Planning and Zoning Administrator, met with the Board. Scheuneman had discussed Zoning Regulation 501.03 “D” with the Webster County Attorney who recommended leaving the statute as is and handling each situation individually. The Board agreed to this. At 10:15am, Dan Schwartzkopf and Jason Boyd, Account Executives for Krull Agency, met with the Board. Several of the Department Heads/Elected Officials were also in attendance. Discussion was had concerning underwriting, pre-existing conditions, meeting deductibles and the Affordable Care Act. The decision was made to have each employee that is on the County health insurance to complete an Employee Health Application Form, submit them to Krull Agency for them to prepare a quote for the cost to the County. Discussion was had on the painting of the Extension office. After discussion, the project was awarded to Monica Schmitz. At 11:00am, Sheriff Troy Schmitz met with the Board to discuss the County Jail Budget for the remaining of the 2017/2018 Budget year. Even though the jail has generated more revenue than expected, due to a surplus of out of County Inmates and that added expense, Sheriff Schmitz expects to exceed the projected Budget. After discussion, Commissioner Karr suggested that $10,000.00 be transferred to the Jail Fund. This will be discussed at the May 15, 2018 meeting. Commissioner Karr left the meeting at 11:30am. At 11:15am, Debra Klingenberger, Webster County Clerk, presented General Assistance 2018-1. After discussion, motion was made by Bohrer, seconded by Shipman, to pay the request for payment of utilities totaling $184.39. Upon roll call vote, voting in favor: Bohrer, Shipman, Reiher and Buschow. Absent: Karr. Voting no or abstaining: none. At 11:55am, Jeff Kuhn, Road Maintenance Coordinator, rejoined the meeting and discussion resumed concerning purchasing of a dump truck. After discussion, motion was made by Karr, via teleconference, seconded by Shipman, to approve the purchase of a 2011 20yard Peterbilt dump truck for $68,500.00. Upon roll call vote, voting in favor: Karr, Shipman, Bohrer and Buschow. Voting no: Reiher. Absent or abstaining: none.

Wendel H. Krueger December 21, 1930 to April 30, 2018

Wendel H. Krueger, 87, Blue Hill, Nebraska died Monday, April 30, 2018 at Mary Lanning Healthcare, Hastings, Nebraska. 

Wendel was born on December 21, 1930 to Paul J. and Elizabeth (VanBoening) Krueger in rural Adams County. He died Monday April 30, 2018 at Mary Lanning Healthcare, Hastings, Nebraska.  Wendel was the 7th of 11 children. He attended country school and then Trinity Lutheran Parochial School.  He graduated  from Blue Hill High School in 1948.

 After High School he worked for the REA until entering the Army during the Korean War. He served for about 2 years as a gunner and tank driver. 

Wendel married  on June 6, 1954. Together they farmed near Blue Hill, Juniata, Guide Rock and eventually back to Blue Hill.  They had 5 children: Mike, Wendy, Terri, Tony and Connie. After retiring and moving into Blue Hill Wendel still helped on the farm when he could. 

Wendel was an active member of Trinity Lutheran Church and had held many church offices over the years. Wendel was a past member of the Blue Hill Coop Board, The American Legion in Cowles, Zion Lutheran Church, Hastings, Nebraska and Zion Lutheran Church, Red Cloud, Nebraska.

Wendel is survived by his Wife: Janice,  Son: Tony (Sharon) Krueger, Blue Hill, Nebraska,  Daughters: Wendy (Joseph) Law, Grand Island, Nebraska, Terri (Randy) Allen, Worland, Wyoming, Connie (Alan) Van Velson, Seward, Nebraska,  Brothers: Paul Krueger, Blue Hill, Nebraska, Glen (Kay) Krueger, Hastings, Nebraska, Jim (Marilyn) Krueger, Norfolk, Nebraska,  Sister: Elaine (Bill) Beezley, Red Cloud, Nebraska, (4) Sister-In-laws: Betty Krueger, Hastings, Nebraska, Mariel Krueger, Blue Hill, Nebraska, Nancy Krueger, Hastings, Nebraska and Lucille Krueger, Red Cloud, Nebraska, (15) Grandchildren: JD and Melissa Law, Troy Law, Melita Law, Ryan Allen, Tanner & Lindsey Allen, Ramsey Allen, Turner and Justine Allen, Nathan Van Velson, Bryce Van Velson, Austin Van Velson, Abby Van Velson, Jeremiah Krueger, Mariah Krueger, Adam Krueger and Katrina Krueger, (6) Great Grandchildren, many nieces, nephews and friends. Services were Friday, May 4, 2018, 10:00 a.m. at Trinity Lutheran Church, Blue Hill, Nebraska with Rev. Jeffrey Kuddes officiating. Burial with Military Rites by A.L. Shirley Post #176 was in Trinity Lutheran Cemetery, Blue Hill, Nebraska. 

William C. (Buck/Bill) Wells August 2, 1933 to April 12, 2018

William C. (Buck/Bill) Wells, 84, of Blue Hill died peacefully at his home Thursday, April 12, 2018.

Mr. Wells was born Aug. 2, 1933 to P.E. and Maudie Wells in Rockwood, AL. He attended school at Rockwood and Russellville, AL. He served his country as a member of the U.S. Air Force.
He was married to Alice Lane Wells for 64 years. Over the years they made their home in Russellville, AL, Gallatin, TN, and Blue Hill.

He was a maintenance painter with the Tennessee Valley Authority. He retired after 30 years of service at the Gallatin and Colbert steam plants. He also drove a school bus for several years during his retirement. He loved the children in his care and enjoyed watching them grow up over the years.
Bill had many hobbies. He was an avid quail and pheasant and turkey hunter. He loved watching and playing golf and making hand crafted walking canes. He and his wife, Alice enjoyed square dancing and attended dance conventions all over the world. Most of all he loved his Lord, his church, and his family.

Mr. Wells is survived by his wife, Alice Wells; two sons, Rev. Will Wells (Pam) of College Grove, TN and Timothy Wells (Yuko) of Summerville, SC; two daughters, Teena Wells (Ron) of Boulder, CO, and Laura (Donnie) Pruett of Russellville, AL.; two adopted children, Boonie and Peggy Marks of Clay Center; nine grandchildren, Jacob and John Wells, Mary Alice and Tai Wells, Daniel Pruett, Amanda Pruett, Damon Forbes, Layla Forshee and Kia Corbet; and eight great-grandchildren.

He was preceded in death by his parents; and one sister.
Memorial service were held at 11 a.m on Friday, April 20, at the Blue Hill United Methodist Church. Rev. Dan Albers and Russ Dudrey officiated. Military Rites by A.L. Shirley Post #176, Blue Hill. A memorial service was held at a later date in Russellville, AL.

About half of the Road Maintenance crew worked on Sunday, April 1, 2018 doing snow removal north of “S” Road where they received 4 – 8” of snow. The Road Crews have been working on culvert repairs. Kuhn, Johnson and Reiman attended Erosion Control Training and have tested for their Inspectors License. Five Road Maintainer operators are attending training in Kearney. Four bridges are part of the SWPPP Program for protection of stream life. Gravel orders are being prepared. Webster County received a check for $11,526.00 for the sale of equipment at a Bladen sale. Lance Harter, Webster County Road Superintendent, has completed 5 bridge inspections. Two of those bridges are under review for possibly closing. A claim has been done for the purchase of the lots for the Inavale shop. Chairman Buschow signed County Floodplain Permit Application for Webster County for Project No. C91(629) Structure No. 12312 and Structure No. 2318. Pricing and leasing of equipment was discussed. Engineering studies for stop signs will be done. A list of names of Webster County residents that have tree issues over and along roadways is being compiled. At 9:15am, Ashley Olson, Chairperson for the Visitor Promotion Committee, met with the Board. Olson shared the minutes of the meeting held on February 28, 2018. Olson reviewed the grant money that was paid to Byways 136 – Heritage Highway, Red Cloud Chamber of Commerce and the Willa Cather Foundation. Lodging tax was discussed. Discussion was had on the Board of Commissioners approving purchases of the Red Cloud and Blue Hill Ambulance Services. The Board recommends that purchases over $5,000.00 be discussed between the two squads and then presented to the Board of Commissioners before the purchase is made for approval. Clerk Klingenberger will compose a letter to each squad explaining this policy. Motion was made by Karr, seconded by Shipman, to approve the appointment of Ronald Schutte and Michael Barton to the Veterans Service Committee. Upon roll call vote, all voted in favor. At 9:45am, motion was made by Shipman, seconded by Karr, to convene as the Board of Equalization. Webster County Assessor Sonja Krueger presented an LB271 Protest from Red Cloud Public Schools for a parking lot. After discussion, motion was made by Karr, seconded by Shipman, to approve an exemption. Upon roll call vote, voting in favor: Karr, Shipman, Buschow and Reiher. Abstaining: Bohrer. Voting no or absent: none. At 9:50am, motion was made by Shipman, seconded by Karr, to adjourn as the Board of Equalization and to reconvene as the Board of Commissioners. Upon roll call vote, voting in favor: Shipman, Karr, Bohrer, Buschow and Reiher. Voting no, absent or abstaining: none. Motion was made by Bohrer, seconded by Karr, to approve the Sheriff’s Quarterly Fee Report for January, February and March, 2018. Upon roll call vote, all voted in favor. Chairman Buschow reviewed financial reports from the Webster County Hospital. At 9:55am, the Board recessed for a break. The Board reconvened at 10:15am with all members present. At 10:15am, Brad Frey met with the Board. Frey shared that he has done extensive research on the Veterans buried at the Red Cloud Cemetery in the hopes of presenting reenactments during Memorial Day ceremonies and Street Car Days Celebration. During his studies, Frey has noticed that there are several Civil War Veteran’s that do not have Civil War markers on their graves. Frey requested from the Board to purchase markers for the 131 Civil War Veteran’s buried at the Red Cloud Cemetery. Webster County has purchased markers for Veterans of the World War 1, World War 11 and the Korean War. After discussion, motion was made by Shipman, seconded by Karr, to approve the purchase of the markers from the Inheritance Fund. Upon roll call vote, voting in favor: Shipman, Karr, Bohrer, Buschow and Reiher. Voting no, absent or abstaining: none. At 11:00am, the pre-advertised Request for Proposals was held for Webster County Project #647. Two proposals were presented. Motion was made by Shipman, seconded by Karr, to table this discussion until the April 17, 2018 meeting. Upon roll call vote, all voted in favor. Jeff Kuhn, Road Maintenance Coordinator and Lance Harter, Webster County Road Superintendent, will review the proposals and make a recommendation to award the Project at the April 17, 2018 meeting.

Jenine Christine Whaley Wilhelms May 22, 1953 to March 11, 2018

Amazing artist and loving wife, mom, “mee-maw”, sister, and friend.
Jenine Christine (Whaley) Wilhelms was born in Casper, Wyoming to Doyle and Clara (Cummings) Whaley on May 22, 1953. Her sister, Cherlyne, arrived shortly after. From there they moved to Ray, Arizona. She loved to tell stories from her time there – a few memorable ones included a tarantula that they kept under the house to kill off scorpions and that she accidentally squatted too close to a cactus. From Arizona they moved to Grand Island, Nebraska, then to Iowa, then on to a few places in Kansas before settling in Blue Hill, Nebraska. It was there that she met the love of her life, Gary Wilhelms, in high school. They were married on May 4, 1974 at St Paul Lutheran Church in Blue Hill and she wore a dress that was created and sewn by her mother. They settled into Gary’s childhood home located in the country outside of Blue Hill and were blessed with three children – Christina, Chelsy, and Chance.

At a very young age Jenine knew she wanted to be an artist. She spent hours honing her craft and the farm gave her plenty of inspiration. Throughout the years she sold paintings of commissioned pet portraits, abstracts, horses, dogs, cows, the country, etc. and she had her artwork displayed in galleries throughout Nebraska. Jenine won several awards, the most recent being the ‘Plainsman Peoples Choice Award’ at the Great Plains Art Museum in Lincoln, Nebraska. To supplement her income she raised two breeds of dogs for several years: Jack Russells and Shiba Inus. She did everything really well so it was no surprise that she became a prominent, respected breeder throughout the United States. In addition to the above, she thoroughly enjoyed being a stay-at-home mom and she did it well – so much so that other kids thought of her as their second mom.

Throughout her life she found great joy in riding horses, attending artist workshops/retreats, painting (cows were her favorite muse), taking walks out in the pasture, feeding and watching birds, making amazing meals, and loving on her family. She enjoyed vacationing in the mountains – one of her most memorable trips was in Montana when she traveled to the top of Pryor Mountain to visit Penn’s cabin, which was built by one of her ancestors. Her favorite place to vacation was Estes Park, Colorado. Jenine also had a great interest in health. She loved to frequent health food stores, juice fruits and vegetables, and make all her (innovative and healthy) meals from scratch. She was a woman of strong faith and her laugh, smile, and overall presence lit up a room. Jenine was definitely one of a kind and said the funniest things – such as, “Don’t sit on my parade”. She thought she was saying the right phrase, which made it even funnier. Jenine always selflessly gave her time, energy, and love to those around her and she made everything special because she did everything with so much love in her heart. She was loved by many and will be missed tremendously.

Jenine was cremated and the family will be holding a celebration of life service at the Red Cloud Opera House Art Gallery on June 30th from 2-4pm. All of her artwork will be on display. Should friends desire, cards and memorial contributions may be sent to Livingston Butler Volland Funeral Home and may be made to the Jenine Wilhelms memorial fund.

Jenine was preceded in death by her parents, Doyle and Clara Whaley and her father-in-law, Roy Wilhelms.

Betty J. Bruntz Gillaspie Kort June 15, 1926 to March 9, 2018

Hastings resident Betty J. Bruntz Gillaspie Kort, 91, passed away Friday, March 9, 2018, at her home.  Betty J. was born June 15, 1926, to Alexander and Elizabeth (Reiber) Bruntz on a farm just west of Hastings. She was the fourth of five children. She attended District #24 Grade School,  and graduated from Hastings High School in 1943.While working as a secretary for Tooley Bros. Insurance & Realty in Hastings she met William Gillaspie. She and William married Feb. 20, 1949 and the next year they moved to Montana, Daughters Vicki Lee and Nancy Jo were born in Havre, MT before the family moved to Cut Bank, MT. Betty worked for Blomstrom Insurance & Realty in Cut Bank. Bill and Betty moved to Ft. Shaw, MT in 1972 where Betty was active in the Fairfield Home Extension Club. William Gillaspie passed away in February 1979.

Betty moved back to Hastings in October 1982. She met Eugene Kort and they were married on May 28, 1983. They lived on a farm in Ayr before moving into Hastings during their retirement years. She was active in Christian Women’s Club, Original Betty Club, LeRoy Cheerful Works Extension Club.  She was a member of Faith Lutheran Church.
Betty was preceded in death by her parents; her first husband, William Gillaspie; and brothers, Edward Bruntz, Robert Bruntz, and Donald Bruntz.

She is survived by her husband, Eugene Kort of Hastings; daughters and spouses, Vicki and Roger Janssen of Moorpark, CA, Nancy and Jerry Knauff of Great Falls, MT; step-children and spouses, Pamela and Tom Johnson of Blue Hill, Daniel and JoAnn Kort of El Centro, CA, Gary and the late Paula Kort of Lincoln, Randal and Barsha Kort of Ayr; sister, Shirley and the late Bernie Chrapkowski of Grand Island; 20 grandchildren; 14 great-grandchildren.

Services were Wednesday, March 14, at Faith Lutheran Church in Hastings with Pastor Paul Dunbar officiating. Burial was in Parkview Cemetery in Hastings.

Roy E. Wibben April 21, 1943 to March 2, 2018

Roy E. Wibben, 74, died Friday, March 2, 2018 at Good Samaritan Hospital, Kearney. 

Roy was born on April 21, 1943 to Edy B. and Adelene B. (Schmidt) Wibben in Webster County. 

Roy attended Blue Hill Schools and lived in Blue Hill for most of his life.

 Roy spent two years in the United States Army and was stationed in Fort Hood, TX, and Germany. After returning from the military, he worked in Englewood, CO. 

He then came back to Blue Hill and went to work for Ingersoll Rand Company, working there until he retired. Roy spent his time fishing, camping and hunting. Roy will be missed by a large number of friends. Roy was a member of A.L. Shirley Post #176, Blue Hill.

Roy is survived by his daughter, Brenda (Mike) Hall of Blue Hill; sister, Alyce Murray of Hastings; grandchildren and great-grandchildren, Riley (Lindsey) Myers, (Ryan, Adyen, Carter and Landon) of Kearney, Derek (Mariah) Myers, (Jaxon and Emie), Lexie Myers of Blue Hill; niece, Stephanie Painter-Chavez of Hastings; nephew, Michael (Melissa) Murray of Hastings; great nieces and nephews.

Roy was preceded in death by his mother and father.

Services were Wednesday, March 7, 2018, 10 a.m. at Merten-Butler Mortuary Chapel, Blue Hill, with Pastor Ken Zimmerman officiating. Burial with Military Rites by A.L. Shirley Post #176, Blue Hill, was in the Blue Hill Cemetery, Blue Hill.

Kenneth R. Berns March 15, 1934 to February 25, 2018

Kenneth R. Berns was born March 15, 1934 at the “Craig Place” south of Bladen, to Henry PF and Blanche (Kaufman) Berns. He departed this life on Sunday, Feb. 25, 2018 at the Mary Lanning Memorial Hospital in Hastings at the age of 83 years, 11 months and 10 days.

A lifelong resident of the area, Ken was raised in rural Bladen and received his formal education attending the Five Star and Catherton rural schools. He graduated from Bladen High School with the class of 1952. He continued his studies at the University of Nebraska at Lincoln. After a year in Lincoln, Ken delayed his college to serve his country with the United States Army. He was inducted on March 3, 1954 and was stationed in Germany with the 6th Armored Division as a Small Arms Repairman. Following his discharge on Jan. 28, 1956, Ken returned to the University of Nebraska where he earned his Bachelor’s Degree in 1959, with Highest Distinction.

He was united in marriage with LaVeda Mae Karr on June 8, 1958 at the United Methodist Church in Bladen.

Ken was employed as a high school teacher for 24 years, but spent his life teaching. He loved to engage people in teaching moments, be it about his beloved John Deeres or any of a myriad of other subjects. In addition to his teaching career, Ken also embarked on his farming career at the same time. He was a member of the Blue Hill American Legion Post and the Bladen United Methodist Church.

Preceding him in death were his parents, Henry PF and Blanche Berns; mother and father-in-law, Mathilda and William Karr; and a granddaughter, Sidney Lynn Berns.

Left to treasure his memory are his wife, LaVeda of Blue Hill; children, Vickie Nolan and husband, David, of Red Cloud, Karl Berns and wife, Lorie, of Blue Hill, Mark Berns and wife, Rhonda, of Blue Hill, Dale Berns and wife, Deborah, of Red Cloud, and Kris Simmerman and husband, Brian, of Clay Center; 10 grandchildren and 10 great-grandchildren; his sister, Geneva Lewis of Bladen; brothers, David Berns and wife, Sharon of Bladen, Richard Berns and wife, Sherry of Othello, WA, and Henry D. Berns and wife, Marilyn of Andover, IL; other relatives and his many friends.
Funeral services were held Thursday, March 1, 2018, at the United Methodist Church in Bladen, with Chaplin John Mueller officiating. Interment with military honors was held at the Plainview Cemetery.

WEBSTER COUNTY BOARD OF COMMISSIONERS February 20, 2018

 The Webster County Board of Commissioners met at 8:30am on Tuesday, February 20, 2018, for a regular business meeting at the Courthouse in Red Cloud. The following Board Members were present for roll call: Dan Shipman (District One), Trevor Karr (District Two), Roger Bohrer (District Three), Keith Buschow (District Four) and JoAnn Reiher (District Five). The Board stood and recited the Pledge of Allegiance to the Flag. Chairman Buschow gave notice of the Nebraska Open Meetings Act Laws. Motion was made by Reiher, second by Bohrer, to approve the minutes of the February 6, 2018 meeting. Upon roll call vote, voting to approve the minutes: Reiher, Bohrer, Shipman, and Buschow. Abstaining: Karr. Voting no or absent: none.
 At 8:35am, Jeff Kuhn, Road Maintenance Coordinator, met with the Board. The Members of the Road Crew have been doing sign inspections and updating sign inventory. They have also been doing tree cleanup in Walnut Creek township along the River Road. Kuhn presented a Request for Proposals for the removal and replacement of Bridge No. C009112710(C91-647). The bid letting for this bridge will be April 3rd, 2018 at 11:00am. Kuhn presented a Request for Proposal for hourly equipment with operator rates for miscellaneous county maintenance projects for the 2018 construction season. The Board approved these requests. Kuhn presented a Change Order from Speece-Lewis for Project No. C009100205. After discussion, Chairman Buschow signed the Change Order. Discussion was had on the purchase of equipment. A tractor and trailer had been purchased at a local auction. Chairman Buschow has purchased a 2006 Chevy 1ton extended cab pickup for $15,000.00 for the Road Department. Kuhn is waiting for pricing on a skid steer and an excavator. Fund balances were reviewed.
 At 9:30am, Lynne Viglicky, Midland Area Agency on Aging and Mary Delka, Director of Webster County Senior Services and Webster County Transportation, met with the Board to discuss applying for grant money available through the NDOR. After discussion, motion was made by Shipman, seconded by Karr, to approve RESOLUTION 8-2018:
 RESOLUTION 8-2018 WHEREAS, there are federal funds available under Section 5311 of the Federal Transit Act (FTA) and for the Nebraska Public Transportation Act Funds, and WHEREAS, Webster County Public Transportation desires to apply for said Funds to be used to provide public transportation in Webster County’s service area. NOW THEREFORE, BE IT RESOLVED, that Webster County Board of Commissioners, hereby instructs the Webster County Public Transportation to apply for the above mentioned funds. Upon roll call vote, voting in favor: Shipman, Karr, Bohrer, Buschow and Reiher. Voting no, abstaining or absent: none. RESOLUTION 8-2018 was signed.

Discussion was had on the services provided by Midland Area Agency on Aging such as bookkeeping, applying for grants and audits. Midlands pays $500.00/month for rent for office space and space to serve meals. Viglicky and Delka described the process of purchasing meal vouchers for Bladen and Blue Hill residents.
At 9:57am, motion was made by Shipman, seconded by Bohrer, to enter into Executive Session. Upon roll call vote, voting in favor: Shipman, Bohrer, Buschow, Reiher and Karr. Voting nay, abstaining or absent: none. Webster County Attorney Sara Bockstadter and Sheriff Troy Schmitz joined the meeting. At 10:08am, motion was made by Shipman, seconded by Reiher, to adjourn the Executive Session.
The regular business meeting resumed with all members present. At 10:15am, Sheriff Troy Schmitz met with the Board. Sheriff Schmitz requested the Boards approval to have work done to stablize the foundation of the jail building. Motion was made by Shipman, seconded by Reiher, to approve this work. Upon roll call vote, voting in favor: Shipman, Reiher, Karr and Bohrer. Voting no: Buschow. Abstaining or absent: none.
At 10:20am, Colleene Minnick and Barb Goebel met with the Board concerning the Veteran’s quilt project. Each Commissioner personally donated $25.00 towards the project and they challenge other offices and organizations to donate.
At 10:30am, motion was made by Bohrer, seconded by Reiher, to convene as the Board of Equalization. Webster County Assessor Sonja Krueger presented the Permissive Exemption list. After discussion, it was requested by the Board that Assessor Krueger publish the listing in the newspaper. Motion was made by Bohrer, seconded by Reiher, to adjourn as the Board of Equalization and to reconvene as the Board of Commissioners.
 At 10:45am, Jason Boyd and Dan Schwartzkopf met with the Board. Schwartzkopf reviewed options for Employee health insurance. The Board requested a copy of the Personnel Health Statement that the employees would need to complete. The Board will discuss this at the March 6th meeting.
At 11:00am, the Bid Letting for the Concrete Box Culvert Project Structure No. 1548. There were two bids. The first bid was by Van Kirk Bros. Contracting from Sutton, Nebraska. The bid was for $188,665.21 with no beginning date and an ending date of November, 2018. The second bid was by Midlands Contracting Inc from Kearney, NE. The bid was for $194,137.51 with a beginning date of October, 2018 and a completion date of November, 2018. Tim Farmer, Speece Lewis, reviewed the bids. Motion was made by Shipman, seconded by Reiher, to award the bid to Van Kirk Bros. Contracting. Upon roll call vote, voting in favor: Shipman, Reiher, Karr, Bohrer and Buschow. Voting no, abstaining or absent: none.
No members of the Board will be attending the Nebraska Central District meeting on March 15, 2018. Motion was made by Bohrer, seconded by Karr, to approve for Webster County to pay for Webster County Employees to have blood draws done at the Webster County Community Hospital Health Fair on April 14, 2018. Discussion concerning funding of different organizations was tabled to the March 6th meeting.

 At 11:45am, discussion was had on the installation of a new HVAC system for the Courthouse. The decision was made to request a proposal for removal of the existing system and to request a proposal for designing and installing a new system.
 At 12:07pm, Webster County Treasurer Janet Knehans presented RESOLUTION 9 – 2018: RESOLUTION 9 – 2018 BE IT RESOLVED, by the Board of Commissioners of Webster County, Nebraska, that SOUTH CENTRAL STATE BANK be permitted to Pledge the following securities, held in escrow by the Webster County Treasurer (trustee) to secure deposits in the County in said bank, to wit: FHL BANK-TOPEKA IRROVOCABLE LETTER OF CREDIT #49146 AMOUNT: $3,000,000.00 EXPIRATION DATE: 06/15/2018 ADOPTED by the Webster County Board of Commissioners this 20 th day of February, 2018. Motion was made by Shipman, seconded by Reiher, to approve RESOLUTION 9 – 2018. Upon roll call vote, voting in favor: Shipman, Reiher, Karr, Bohrer and Buschow. Voting no, abstaining or absent: none.

Services will be Saturday, January 27, 2018; 10:00 A.M. at Faith Lutheran Church, Hastings with Pastor Paul Dunbar officiating. Burial will be Saturday, January 27, 2018; 1:00 P.M. at Blue Hill Cemetery, Blue Hill. In lieu of flowers, memorials may be given to Faith Lutheran Church, Hastings, Trinity Lutheran Church, Blue Hill, Calvary Lutheran Church, Rosemont or Henry & Mary Alber Scholarship at Blue Hill High School. Visitation will be Friday, January 26, 2018; 1:00 P.M. – 8:00 P.M. with the family present 5:00 P.M. – 7:00 P.M. at the funeral home, and one hour prior to service at the church. Private condolences may be sent to the family at www.lbvfh.com. Livingston Butler Volland Funeral Home & Cremation Center is serving the family.

Dorothy was born September 6, 1918, near Lawrence, Nebraska to John & Elizabeth “Lizzie” (Lemke) Himmelberg. She graduated from Lawrence High School in 1936. She was a school teacher in a rural one room school house and worked as a telephone operator at Douglas Aircraft in Santa Monica, California and in Hastings. Dorothy married Roy O. Alber on May 25, 1947, at Zion Lutheran Church in Hastings; he preceded her in death on July 11, 2017.

They lived and farmed south of Rosemont, Nebraska for 37 years, raising four children. They moved to Hastings in 1984. Roy and Dorothy enjoyed many years of square dancing. Their love of dancing and travel took them many wonderful places. Dorothy enjoyed spending time with family, farming, attending bible studies, sewing, and crocheting. She was a member of Faith Lutheran Church.

Dorothy was preceded in death by her parents, John & Lizzie Himmelberg; husband, Roy O. Alber; and nine brothers and sisters, Mary & Alvin Kitten, Anna Himmelberg, Jacob Himmelberg in infancy, John P. & Josephine Himmelberg, Adeline & William Schumm, Henry & Irene Himmelberg, George & Hilda Himmelberg, Mark & Leona Himmelberg, and Norbert & Mildred Himmelberg.
